Urgent Appeal to the United Nations Security Council and the International Criminal Court
(Regarding the Commission of Grave Crimes and Flagrant Violations of International Humanitarian Law and Human Rights in Al-Hammadi City – South KordofanDate: 15 May 2025)

Subject: Request for an Urgent International Investigation and Arrest Warrants for Those Responsible for the Al-Hammadi City Massacre
The Al-Fajr Organization for Peace, Development, and Justice expresses deep concern and strong condemnation of the grave violations committed on Wednesday, 14 May 2025, in Al-Hammadi City – the capital of the Hawazma Nazara – by Sudanese Armed Forces and allied militias, including the so-called “Al-Bara Ibn Malik Brigades,” “Kikal Forces,” and certain armed movements from the Darfur region.
Details of the Crime:
According to preliminary testimonies and field reports, these forces committed a horrific massacre that claimed the lives of a large number of civilians, including women, children, and persons with disabilities. Despite communication blackouts in the city, the following victims have been identified:
1. Hajja Hawa Suleiman Dawood
2. Yasmin Hamid Bellal
3. Rabha Hamid Bellal (person with disability)
4. Muhannad Ibrahim Al-Tom (child)
5. Adam Abdullah Aghbash (child)
6. Musa Yaqoub (known as Abu Zabout)
7. Ammar Ahmed Najm Al-Din (child)
8. Moatasem Ibrahim Manzoul
In addition to dozens of wounded and missing persons whose names have yet to be verified.
Legal Basis:
These acts constitute serious crimes under international law, specifically:
• Willful killing and deliberate targeting of civilians, in violation of Common Article 3 of the Geneva Conventions, and considered a war crime under Article 8 of the Rome Statute of the International Criminal Court (ICC).
• These violations may also constitute crimes against humanity if proven to be part of a widespread or systematic attack against the civilian population (Article 7 of the Rome Statute).
• Organized ethnic targeting and ethnic cleansing, if established, fall under crimes warranting ICC jurisdiction.
Demands:
In light of the above, Al-Fajr Organization for Peace, Development, and Justice demands the following:
1. An urgent and independent international investigation into these crimes, under the supervision of the International Criminal Court.
2. The immediate issuance of arrest warrants for:
• General Abdel Fattah Al-Burhan
• General Yasser Al-Atta
• Armed movement leaders: Mini Arko Minawi, Al-Tahir Faki, and others
• Leaders of the militias known as “Al-Bara Ibn Malik Brigades” and “Kikal Forces”
3. Referral of the situation in Sudan to the ICC under Chapter VII of the UN Charter, should the Sudanese government continue to refrain from cooperating.
4. International pressure on the Sudanese government to engage in immediate peace negotiations and ensure the protection of civilians in accordance with UN Security Council Resolution 1325 and Resolution 1674.
5. The urgent deployment of an international fact-finding mission to Al-Hammadi City and surrounding areas.
Conclusion:
We hold the international community accountable for its failure to protect civilians in South Kordofan. We affirm that we will not remain silent in the face of these crimes and will pursue all legal avenues to ensure that perpetrators are brought to justice and held accountable.
