    BEAC: Abbas Mahamat Tolli at the Center of a Damning Recruitment Audit

    Former Governor of the Bank of Central African States (BEAC), Abbas Mahamat Tolli, finds himself implicated in a case of serious dysfunctions related to the institution's competitive recruitment process for senior executives. An external audit, commissioned by the bank and conducted by RSM France, has revealed profound irregularities, reinforcing suspicions of favoritism and opaque management of the selection process.

    A Biased Selection and Controversial Practices

    According to the audit report written by François Suarez de Bustamante, the selection of the AfricSearch firm, headed by Didier Acouetey, was carried out in violation of internal procurement procedures.

    Furthermore, 13% of the selected candidates were ineligible, calling into question the fairness of the process.

    At each stage of the competitive examination, an internal committee allegedly played a key role in altering the results, allowing some candidates to access the oral exams without having achieved an average score in the previous rounds. Arbitrary reassignments of candidates and discretionary admissions management undermined the credibility of the process.

    Failing Logistics Under Abbas Mahamat Tolli

    The audit also highlights major logistical shortcomings in the organization of the competitive examination, including delays, a lack of suitable equipment, and unequal testing conditions across centers. This poor management, attributed to the BEAC under Abbas Mahamat Tolli, allegedly affected the fairness of the examination and caused tensions within CEMAC member countries.

    Measures Expected in Response to the Audit's Revelations

    These revelations are now in the hands of the ministerial committee, which will decide on the fate of the examination in early July, before the CEMAC Heads of State Summit. These decisions could have a major impact on the future of recruitment management within the banking institution.
